The event happened in August when the victim, a local domestic helper, was bitten by a dog while she and her sister-in-law were walking to work.
According to Division Bench, "This 2008 agreement is one and a half pages long, entirely without any terms, by means of an understanding, largesse of the State for 10 years, and there have been no tenders published, no Expressions of Interest."
Hardeep Puri added that it was unlikely that the states would approve of this action because alcohol and energy are state-funded resources.
