Women’s Reservation Bill Takes Centre Stage in Delhi Assembly Special Session

New Delhi: The Delhi Legislative Assembly is set to convene a special one-day session on April 28, with the primary focus on the women’s reservation issue, following intensified political debate around a constitutional amendment linked to the proposal. The session will begin at 11 AM in the Assembly Hall and is expected to continue for the entire day, though there is a possibility of extension depending on the proceedings.

Officials confirmed that the decision to call the special session has been taken after obtaining the required approvals and formal notification. This will mark the fifth session of the Eighth Legislative Assembly. Assembly Speaker Vijender Gupta stated that the House will deliberate on issues connected to the “Nari Shakti Vandan Adhiniyam” (Women’s Reservation Bill) and broader questions relating to women’s empowerment in legislative bodies.

The central agenda of the session will be a discussion on the Women’s Reservation Bill, which proposes 33% reservation for women in the Lok Sabha and state legislative assemblies. The bill has recently become a major point of political contention at the national level, especially after resistance in Parliament over related constitutional amendments.

The Delhi Assembly is expected to examine recent developments in the Lok Sabha, where portions of the constitutional amendment process faced opposition objections. The government is likely to use the session to highlight its stance in favour of greater women’s representation in governance structures, while also addressing criticism raised by opposition parties.

Sources indicate that the House may also consider a censure motion, which would formally express disapproval of the opposition’s role in obstructing or opposing the passage of the women’s reservation-related constitutional amendment. If taken up, this could intensify political exchanges during the session and add a sharper tone to the debate.

The special session comes at a time when the issue of women’s reservation has become central to national political discourse. The central government has proposed a constitutional framework that links the implementation of the reservation to a delimitation exercise based on census data. This linkage has triggered strong political disagreements, with critics arguing that it could delay implementation, while supporters maintain that it ensures a fair and structured rollout.

While the ruling side has described the Women’s Reservation Bill as a landmark step toward improving women’s participation in legislative institutions, opposition parties have raised concerns regarding its timing, procedural clarity, and dependence on future delimitation and census exercises.

During the session, members of the Assembly, including the Chief Minister, are expected to present their views on the proposal and its implications for democratic representation. The debate is likely to include discussions on constitutional provisions, electoral reforms, and the broader impact of increasing women’s representation in law-making bodies.

Security has been tightened around the Assembly premises in anticipation of a high-profile and potentially heated discussion, given the political sensitivity of the subject.

The special session is being viewed as significant in the context of India’s evolving debate on gender representation in politics. If implemented, the proposed 33% reservation would mark one of the most substantial structural reforms in the country’s legislative system in decades.

The outcome of the discussion in the Delhi Assembly is expected to contribute meaningfully to the ongoing national conversation on women’s empowerment, electoral reform, and constitutional change, and is likely to be closely followed by political observers across the country.
