Delhi to launch mobile health vans and mass wedding schemes for construction workers

Delhi: Delhi Chief Minister Rekha Gupta has announced a set of welfare initiatives for construction workers in the capital, including the deployment of mobile health vans, support for mass wedding ceremonies, and expanded social assistance measures. The announcement was made in Delhi as part of Labour Day-related welfare outreach, with the objective of improving access to healthcare and reducing financial pressure on low-income labour households.

The initiatives are aimed primarily at construction workers registered under the Delhi Building and Other Construction Workers Welfare Board (DBOCWWB), a large segment of the city’s informal workforce. According to officials, the measures are intended to strengthen on-ground welfare delivery, particularly for workers who face barriers in accessing healthcare facilities due to long working hours, migration-related challenges, and economic constraints.

A key feature of the announcement is the introduction of mobile health vans that will operate at construction sites and labour-dense areas across Delhi. These vans are expected to provide basic medical services, including primary treatment, health check-ups, and first aid support. Officials said the initiative is designed to reduce dependence on distant hospitals and improve early access to medical care for workers who often delay treatment due to cost and time limitations.

The government has also announced support for mass weddings for daughters of construction workers, along with financial assistance for marriage-related expenses. Officials said the scheme aims to ease the economic burden on families belonging to the lower-income segment, where wedding expenses often create financial stress. The support is expected to be provided through structured welfare board schemes, with eligibility based on registration and verification criteria.

Along with these measures, the Labour Department is expected to organise registration drives and awareness camps at construction sites to increase enrolment under welfare schemes. Officials said that a significant number of eligible workers remain outside the formal registration system, limiting their access to benefits such as healthcare assistance, insurance coverage, and education support for children.

The government stated that additional welfare measures are also under consideration, including financial aid for women workers, maternity support, and skill development programmes to improve long-term employment opportunities. Officials added that improving outreach and delivery efficiency remains a key priority for the labour welfare system in the capital.

Labour department officials noted that construction workers form a large part of Delhi’s informal workforce and play a key role in ongoing infrastructure and housing development. However, they also face irregular income and limited access to structured social security benefits, making targeted welfare interventions necessary.

Experts say that initiatives such as mobile healthcare services and direct financial assistance could improve access to essential services if implemented effectively. They also point out that sustained monitoring, adequate staffing, and awareness campaigns will be crucial to ensure that benefits reach intended beneficiaries.

The government is expected to release detailed implementation guidelines in the coming weeks, including operational plans for mobile health units and criteria for participation in mass wedding support schemes.
