Delhi government to track, assess and support care-leavers under new ₹3.5 crore initiative

New Delhi: The Delhi government’s Women and Child Development (WCD) Department has announced a major ₹3.5 crore aftercare initiative aimed at supporting young people transitioning out of Child Care Institutions (CCIs), according to official sources.

The programme is designed to trace, assess, and provide structured support to youths once they leave institutional care and step into independent living.

Officials said the initiative will focus on creating a systematic mechanism to ensure that care leavers are not left without assistance after turning 18.

Key focus areas of the plan

The aftercare programme will prioritise:

  • Tracking and identifying youths leaving CCIs
  • Assessment of individual needs and circumstances
  • Access to education and skill development opportunities
  • Support for housing, healthcare, and basic living requirements
  • Linkages to employment and vocational training

The goal is to ensure a smoother transition from institutional care to independent adulthood, addressing gaps that often leave such youths vulnerable after discharge.

Strengthening post-care support system

According to the WCD Department, the initiative is part of a broader effort to strengthen the child protection ecosystem in Delhi and improve long-term outcomes for care-experienced youth.

Officials emphasised that many young adults exiting CCIs face challenges related to lack of documentation, limited job access, and financial instability, making structured aftercare essential for their rehabilitation and social integration.

The programme is expected to improve coordination between child protection units and support agencies to ensure continuous monitoring and assistance.

The initiative highlights the government’s focus on bridging the gap between institutional care and independent living, ensuring vulnerable youths receive sustained support beyond their stay in childcare facilities.
