Census 2027 Begins in Delhi as Houselisting Phase Gets Underway

New Delhi: Delhi has officially launched the houselisting phase of Census 2027, marking the beginning of a crucial nationwide data collection exercise after a gap of nearly 15 years. The operation is part of Phase I of the Census, which focuses on collecting detailed information about households and housing conditions. 

The exercise began on April 16 in areas under the New Delhi Municipal Council (NDMC) and Delhi Cantonment, where trained enumerators have started door-to-door verification of household data. This phase will continue until May 15, after which it will expand to other parts of the city. 

Officials said that the houselisting work involves both digital self-enumeration and physical verification, making it the first fully digital Census in India. Residents were earlier given a 15-day self-enumeration window (April 1–15) to submit their details online, which enumerators are now verifying during field visits. 

During the survey, enumerators will collect responses to 33 detailed questions, covering aspects such as building structure, housing conditions, amenities, and socio-economic details of households. The data will be recorded using a mobile application, ensuring faster processing and improved accuracy. 

Authorities have deployed over 560 enumerators across approximately 560 houselisting blocks, with each block covering around 180 households on average. The process includes ground-truthing, where officials verify on-ground conditions against pre-existing government records and digital maps. 

Officials emphasized that households that did not opt for self-enumeration will be covered through mandatory door-to-door visits, and residents are required to share their Self-Enumeration ID (SE ID) if they have already submitted their data online. 

The Census 2027 is being conducted in two phases, with the current houselisting phase running between April and September 2026, followed by the population enumeration phase scheduled for February 2027. The exercise is considered vital for policy planning, welfare schemes, and infrastructure development across the country. 

Officials have urged citizens to cooperate with enumerators and provide accurate information, highlighting that the data collected will remain confidential and used strictly for statistical purposes.

This large-scale operation is expected to enhance data accuracy, reduce duplication, and streamline governance, setting the foundation for future development planning in the national capital and beyond.
